Modern Municipal Activities in Mardin During the Ottoman Empire Period

Klasik dönemde Osmanlı kentlerinin beledi işlerinden kadılar ve vakıf müessesesi sorumluydu. 19. yüzyıl, kentlerin altyapı imar ihtiyaçlarının giderek arttığı bir döneme denk gelmektedir. Tanzimat modernleşmesiyle birlikte kent yönetiminden sorumlu yeni kurumlar hayata geçirilmiştir. Devleti’nin ilk modern belediyesi başkent İstanbul’da kurulmuştur. 1864 Tuna Vilayet Nizamnamesi’ni takip eden gelişmeler ise taşrasında belediyeciliğin başlamasına vesile olmuştur. Modern belediyecilik daha çok liman ticaret kentleriyle özdeşleşmiştir. Kentlerin sosyal, ekonomik, coğrafi demografik yapısı niteliğini belirlemiştir. Mardin Belediyesi’nin kuruluşuna işaret en erken kayıtlar 1869 yılına aittir. Buna rağmen kaynaklarda süre belediyenin ismi geçmemektedir. Belediyenin faaliyetlerle anıldığı yıllar 1880 sonrasıdır. Belediyesi, yerel amillerin etkisi altında faaliyet yürütmüştür. Bu çalışma kapsamında arşiv belgelerinden Belediyesi tarihine dair örneklem oluşturulmuştur. Salnameler, süreli yayınlar diğer kaynaklardan da istifade edilmiştir.
